uint32_t Vhwa_M2mVissOutputParams::enable

Flag to enable/disble H3A output, Used it here, so that driver allocates/reserves resources for H3A AF/AEWB config can be set later on using SET_CONFIG ioctl. Request can be submitted only if H3A Set config is called when this flag is set. ie driver does not allow submitting request without setting h3a config, in case it is enabled here.
