A module with the Gated attribute has an xdc.runtime.Gate instance that it uses to serialize access to internally managed "shared" data structures. Unless the user's configuration script explicitly initializes a gated module's gate, a gate is implicitly created for the module during configuration. The gate created in this situation is determined by the xdc.runtime.Defaults.common$.gate configuration parameter.
