XDCspec - @NoRuntime

This module does not use xdc.runtime

By default, all target modules are assumed to require the xdc.runtime package. If a target module does not require xdc.runtime, the module should set this attribute to ensure that xdc.runtime modules will not be linked in unless the configuration contains target modules that require xdc.runtime modules.
